CHAPTER 8. HEALTH AND WELFARECHAPTER 8. HEALTH AND WELFARE\Article 5. Housing Rehabilitation and Citizens’ Advisory Board

There is hereby created and established a Housing Rehabilitation and Citizens’ Advisory Board to serve in an advisory capacity to the governing body with the functions and duties outlined in section 8-503 below.

The Housing Rehabilitation Board shall consist of five members, to be appointed by the mayor and by the consent of the city council. All members shall be residents of the City and shall serve for a term of two years. Members may be reappointed. Vacancies shall be filled by appointment for the unexpired term only and all members shall serve without pay.

The board shall have the following functions and duties:

(a)   Receive and process applications for housing rehabilitation grants pursuant to the provisions of Ordinance 820.

(b)   Decision-making authority concerning repair and/or demolition of existing housing, with appeal to the governing body in case of a dispute.

(c)   Receive bids and award contracts for housing rehabilitation and demolition.

(d)   Authorize change orders to work in progress.

(e)   Approve final inspections of housing rehabilitation and demolition work and recommend payments be made to the contractor by the governing body.

(f)   Establish policy where not otherwise specified.

(g)   Recommend changes in program guidelines to the governing body.

The board shall determine meeting times and places. Special meetings may be held on call of the chairperson. A majority of the board shall constitute a quorum for the transaction of business. The board shall cause a proper record to be kept of its proceedings.

During June of each year, the board shall elect a chairperson, vice-chairperson, and secretary, who shall serve for a one-year term.
