CHAPTER 1. ADMINISTRATIONCHAPTER 1. ADMINISTRATION\Article 5. City Administrator

The office of City Administrator is hereby established. Such City Administrator shall be recommended by special committee and/or city hiring board to the mayor for appointment with the consent of City Governing Body: and he or she shall serve at the pleasure of the City Governing Body. The City Administrator shall be appointed on the basis of his or her qualifications, experience and abilities.

The City Administrator shall be the chief administrative officer of the city and shall be responsible to the mayor and council for administration of city affairs. He or she shall exercise such duties and responsibilities and execute such duties as are prescribed by state statute and city ordinance, and such other duties and responsibilities as may be lawfully delegated by the mayor and/or council such prescribed and delegated responsibilities and duties shall include, but will not be limited to, the following:

(a)   Manage, direct, control and supervise all the administrative departments and services of the city:

(b)   Forward to the mayor appointments for all departments and services as recommended by the city hiring board:

(c)   Supervise, direct and assign the duties of all officers and employees;

(d)   Prepare and submit the annual budget to the city Governing Body and keep it fully and timely advised as to the financial condition of the city;

(e)   Exercise general supervision and control over all city purchases and expenditures in accordance with the budget and such policies as may be established by the City Governing Body;

(f)   Recommend to the City Governing Body a schedule of salaries for all officers and employees;

(g)   Responsible for the care and management of all city owned land, property, buildings, vehicles and equipment;

(h)   Develop and prepare both short range and long range planning tor the operation of all departments and services:

(i)    Attend all council meetings and be permitted to participate in the discussion of items before the council;

(j)    Make such recommendations to the city Governing Body as are deemed necessary for effective administration of all city services;

(k)   Perform such other duties as the governing body may direct.

It shall be the general practice of the City Governing Body to issue all orders and directives to all city officers and departments through the office of the City Administrator. The mayor will conduct an annual personnel review of the City Administrator during the fourth quarter of each year

The City Administrator shall hold the office for a term of three (3) years commencing on the date appointed by the City Governing Body. The term of employment shall be automatically extended for successive periods of one (1) year each, unless, not less than sixty (60) days prior to the date of expiration of the original three (3) year term or any one (l) year renewal thereof, either party gives written notice of termination of the agreement. Provided, further, that the city Administrator shall be subject, as all other officers and employees of the City of Caney, to Charter Ordinance No. 8, as heretofore or hereafter amended or supplemented.

The salary of the City Administrator shall be not less than$ 33,500.00 per year or more than $45,981.00 per year, payable bi-weekly. Benefits will be the same as offered and provided all city employees with employee participation, where required; Kansas Public Employees Retirement System (KPERS), health, dental and life insurance, local ground transportation will be provided as available.
