The following program, to be known as the Homebuilder Incentive Package, is hereby adopted by the City of Caney, Kansas:

(a)   Homes having 950 to 2,000 square feet of living space:

(1)   Description/Value

(A)  Waive building permit fee/$10.00

(B)  Installation of one culvert (if needed)/$150.00

(C)  Waive new sewer tap charge (if needed)/$75.00

(D)  Waive new water tap charge (if needed)/$300.00

(E)   Refund city utility charges/$465.00

(F)   Total value of available incentives/$1,000

(b)   Homes having over 2,000 square feet of living space:

(1)   Description/Value

(A)  Waive building permit fee/$10.00

(B)  Installation of one culvert (if needed)/$150.00

(C)  Waive new sewer tap charge (if needed)/$75.00

(D)  Waive new water tap charge (if needed)/$300.00

(E)   Refund city utility charges/$1,465.00

(F)   Total value of available incentives/$2,000

(c)   Modular homes meeting the square feet of living space as described in (a) and (b) above as well as the requirements described in 4-111 below shall be eligible to apply for the home builder incentive program.

(a)   The minimum square footage requirements shall be 950 square feet of living space;

(b)   The package shall be granted to the owner of the property, and is transferable to subsequent owners;

(c)   All construction must be completed to the satisfaction of the City Administrator before city utility charges will be issued;

(d)   The package is available only for new single-family or multi-family residential dwellings;

(e)   If the cost of culvert installation, new sewer tap charge, or new water tap charge exceed the value set forth above, any excess amount shall be paid by the homeowner.
