It shall be unlawful for any person to operate, accelerate, or halt any vehicle upon a public highway, street, or alley within the city in a manner not reasonably necessary for the ordinary use or normal operation thereof, or in such a manner as to indicate a careless or heedless disregard for the rights or the safety of others, or in such a manner as to endanger or be likely to endanger any person or property.

It shall be unlawful to stop or park any vehicle upon the highways, streets or alleys of the city, except in conformity with the following rules:
(a) No vehicle shall be stopped with its left side to the curb.
(b) No vehicle, unless in an emergency, or to allow another vehicle or pedestrian to cross its path, shall be stopped in the street, except near the right hand side thereof, and so as not to obstruct a crossing.
(c) No vehicle shall be parked in any intersection at any time.
(d) No vehicle shall be parked in any alley and left unattended at any time.
(e) Any vehicle, which with its equipment or load is longer than 18 feet, may, for a period of not longer than 30 minutes, park parallel with and within two feet of the curb or curbline, and not closer than three feet to any vehicle parked in front of, or back of such vehicle, whenever it shall be found possible to find such parking place, without regard to the marked parking spaces. In any case such vehicles in excess of 18 feet in length shall not remain parked and unattended longer than the 30 minute period upon any of the highway’s streets or alleys of this city.
(f) A vehicle may remain backed up to a curb only so long as is necessary to load or unload the same.
(g) No vehicle shall be parked on any of the streets or highways of the city in such a manner that any part of the vehicle, equipment or load shall be more than 18 feet from the curb.
(h) No vehicle shall be parked within 10 feet of a fire hydrant, or within 20 feet of any intersection or in front of any private driveway.
(j) No garage owner, auto mechanic or other person shall use the highways, streets or alleys of the city f or the parking of automobiles or other motor vehicles left with them for storage or repair.
(k) No vehicle shall be left running when unattended upon any of· the highways, streets or alleys of this city.

(a) The following streets are hereby designated as truck routes in the city:
(1) McGee Street (Highway 75) from the south city limit to the north city limit;
(2) Moss Street (CR 1600) from McGee Street to Wood Street;
(3) Wood Street from Moss Street (CR 1600) to 4th Avenue;
(4) 4th Avenue from Wood Street to the west city limit.
(b) All through traffic of trucks and other vehicles in excess of three (3) tons, gross weight, is prohibited, except on the designated truck routes.
(c) The street superintendent is hereby authorized and directed to clearly mark the route described in subsection (a) with appropriate "Truck Route" signs of standard design and to erect and maintain suitable signs at or near the various terminals of the route informing traffic that trucks and vehicles in excess of three (3) tons, gross weight, must follow the marked route.
(d) Nothing herein shall be construed to restrict the movement upon the streets of the city of trucks and vehicles making bona fide deliveries within the city or engaging in purely local transportation of goods or persons.

That portion of U.S. Highway 75 included entirely within the city limits of the city, as hereinafter described, be zoned for speed limit as follows:
A 0.50 mile city speed limit at 35 MPH for that length of U.S. Highway 75 from the south city limit of the city which is at the southwest corner of Section 7, of the city which terminates as to the east half of U.S. Highway 75, at the one-quarter section line of Section 7, Township 35 south, Range 14 east, with a 530 foot 20 MPH period type school crossing speed zone exception from 295 feet south of, to 235 feet north of the center line of First Street, for the times which correspond to the periods during which the school crossing guard is employed; namely but not limited to: 7:45 to 8:30 a.m.; 11:30 to 12:30 a.m.; and 2:45 to 3:30 p.m.

There is hereby incorporated by reference for the purpose of regulating commercial vehicles within the corporate limits of the City of Caney, Kansas, that certain code known as the “Commercial Vehicle Safety Code.” No fewer than three (3) copies of the Commercial Vehicle Safety Code shall be marked or stamped “Official Copy as Adopted by Ordinance No. 2089”, and to which shall be attached a copy of said ordinance or this code section, and filed with the City Clerk to be open to inspection and available to the public at all reasonable hours. All administrative departments of the City charged with enforcement of the ordinance shall be supplied, at the cost of the City, such number of official copies of the Commercial Vehicle Safety Code, similarly marked, as may be deemed expedient.

Ridgeway Street between East Fourth Avenue and East Fifth Avenue is hereby designated as a one-way street, with travel restricted from North to South. Parking will only be allowed in the designated parking spots on the West Side of the Street. No parking will be allowed on the East side of Ridgeway.

(a) No person shall drive a vehicle, as defined in the Standard Traffic Ordinance, at a speed greater than 20 miles per hour in the following areas:
(1) West 4th Avenue from South McGee Street to North Forman Street;
(2) West 5th Avenue from South McGee Street to South Hooker Street;
(3) South Hooker Street from West 4th Avenue to West 5th Avenue;
(4) South Ridgeway Street from West 4th Avenue to West 5th Avenue;
(5) North Ridgeway from East Taylor Street to East 2nd Street;
(6) North Main from East Taylor Street to East 2nd Street;
(7) East Taylor Street from McGee Street to North Main Street;
(8) East 1st Avenue from North McGee Street to North Main Street;
(9) North Hooker Street from East Taylor Street to East 2nd Street; and
(10) North High Street from East Taylor Street to East 2nd Street.
(b) The street superintendent be and is hereby authorized to erect and maintain proper signage for the above-referenced speed limits.
