Whenever snow, freezing rain, sleet, or any other climatic conditions are such that serious travel conditions may result, the City Administrator, or his designee, may declare a traffic emergency. Appropriate notice of this event will be given to available broadcast media, posted on the City’s website, and disseminated to the official City newspaper for publication. In the event of a traffic emergency:
(a) No one shall operate a motor vehicle on an emergency snow route in such a manner or condition that such vehicle will become stalled due to the vehicle not being properly equipped with effective snow tires or chains; and
(b) No vehicle shall be parked on any street designated as an emergency snow route.
These prohibitions will remain in effect until the City Administrator, or his designee, has terminated the traffic emergency.

Snow routes will be designated and established with the installation of emergency snow route signs. The director of public works shall cause appropriate signs to be installed along each emergency snow route in such place and manner as to alert drivers of the designation.

No vehicle shall be parked on any emergency snow route during a period of traffic emergency as provided in this chapter. Any vehicle parked on an emergency snow route during a traffic emergency period shall be towed at the owner’s expense; provided, the City shall first make a reasonable effort to locate the owner in order to request the vehicle be removed.

A violation of the provisions of this Article shall be punishable by a fine of not less than $100.00 nor more than $500.00.
