CHAPTER 1. ADMINISTRATIONCHAPTER 1. ADMINISTRATION\Article 10. Industrial Development Commission

For the purpose of promoting industrial development within or near the environs of the city, there is hereby created an Industrial Development Commission of Caney, Kansas. The commission shall have the authority to administer the development of the Caney Industrial Park and carry out the purpose of its creation together with all powers properly incidental thereto.

The commission shall consist of five members to be appointed by the mayor from the recommendation set out below, by and with the consent of the council. Two of the members first appointed shall serve a term of one year, and three of the members first appointed shall serve a term of two years. Thereafter, all members appointed shall serve a term of two years. All members shall serve without compensation. Two persons shall be recommended for appointment by the city council, two persons shall be recommended for appointment by the Board of Directors of Caney Industries, Inc., and one person shall be recommended for appointment by the Board of Directors of the Chamber of Commerce of Caney, Kansas. Vacancies on the commission shall be filled by appointment for the balance of the unexpired term only.

The members of the Industrial Development Commission shall meet as necessary and shall organize annually by selecting a chairperson, vice-chairperson and secretary from its membership. A majority of the commission shall constitute a quorum for the transaction of business. A proper record shall be kept of all of the proceedings of the commission.

The commission shall report to the governing body upon its activities and expenditures at least quarterly. At the time of each report, the commission shall present its bills covering expenditures for the preceding period at which time the bills and expenditures shall be audited and approved by the governing body. The governing body by resolution shall appropriate such funds from the industrial development fund as it deems advisable within budgetary limitations for the use of the commission in carrying on its activities.
