A CHARTER ORDINANCE AMENDING SECTIONS 2, 3, 9, 10, 11 AND 12 OF CHARTER ORDINANCE NO. 5, PROVIDING SUBSTITUTE AND ADDITIONAL PROVISIONS ON THE SAME SUBJECT, RELATING TO APPOINTMENT OF CITY OFFICERS AND THE TERMS OF OFFICE.
